General Town Duties
The Supervisor is responsible for preparing agendas and Board Packets for the monthly Trustees meeting. Those packets include copies of bills and financial reports, General Assistance reports, and the Supervisor's report. As Chair of the Board, I also gather information for items of old and new business.
The Supervisor has several key financial responsibilities including, balancing all checking accounts and supervising the investment of monies, insuring enough liquid assets for the payment of bills. I also pre-approve all bills for the Township and the Road and Bridge District for payment and present them to the Board of Trustees. The Supervisor also prepares office payroll on a bimonthly basis.
The Supervisor manages the upkeep of the township hall property, both inside the building and the grounds. The Community Room is available for rent and the Supervisor keeps a reservation book, checks for damages after each rental and does bookkeeping on rental and deposit payments.
The Supervisor has many election responsibilities, including registering residents to vote. Each polling place is contacted six weeks prior to the election by letter to inquire if there are any problems relative to the upcoming election. One week prior to the election, sample ballots must be posted in all 26 precincts. On the day before the election all equipment needed for the election process must be set up. On Election Day the Supervisor must be on call all day to solve any problems at any polling place. The day after election, all equipment must be removed and stored. Within two to three weeks a rental fee is paid to the polling places and to the individuals who were involved in preparing for the election.
Relative to the Seniors Program, the Supervisor oversees and helps plan the programming for the Seniors Program which Normal Township sponsors at the Community Activity Center at One Normal Plaza.
The Supervisor also reads and studies publications for any changes in state statutes concerning all aspects of Township government.
Yearly Duties
- Prepares Levies for the following: The General Town and Attendant levies, General Assistance Levy, Road and Bridge Levy, and the Senior Citizen's Fund Levy.
- Prepares Budgets for the following: The General Town and Attendant Budgets, General Assistance Budget, Road and Bridge Budget, and Senior Citizen's Budget. This process involves studying expenses in order to make educated estimates on the upcoming year's budget.
- Prepare year-end financial statements for the three funds of the Township and the Road and Bridge District.
- Post and publish notices for the following: Budget Hearings, Levy Hearings, Annual Town Meetings, Other Town Meetings, and Prevailing Wage Ordinance
- Prepare for Annual Audit and be on call when the auditor is working on the books at year's end.
General Assitance Duties
- Make appointments for residents who call with inquiries for township assistance.
- Meet with persons making an inquiry about General Assistance and Emergency Assistance.
- Evaluate applicants eligibility. (Usually one hour is spent with each applicant who files an application before the casework is completed and then if that applicant reapplies the next month at least 45 minutes is spent on the case.)
- Each applicant needs to have a complete file of required forms and each appointment is documented with notes as to what actions transpired. The recordkeeping usually takes from 1 to 2 hours per applicant.
- Many times phone calls are required to determine eligibility.
- Assign community work projects and job contact assignments to recipients who are not restricted and do follow-ups on community work and job contact assignments.
- Be available 24 hours a day to administer relief payments for transients.
